File to large

Every time I try and upload a file I am getting this error. "Warning The page was not displayed because the request entity is too large.".

Where would I got to change the file upload size? Or is this error pointing to something else; permissions etc?

Not entirely sure this is your issue, but you can try modifying the Max Upload Size in Rock via Admin | System Settings | System Configuration.
