I created a new security group to administrate our small group ministry.  I have given them access to the group viewer and they can edit groups, add people to groups, and log group attendance.  When they click on the "Merge Records into Merge Template" button, it will go to the "Merge Template Entry" page and will show how many rows it will merge to a document, but it won't show a list of the merge templates.  Instead it says "Error Unauthorized".  I've given them permission for the block, page, and for the groups, and have given permission for the "MergeTemplates" REST controller but nothing seems to work.  Any idea what permission could be missing?
