"Submit ideas" page doesn't seem to work

I've tried several times to submit an idea. The progress circle just keeps going round and round for more than an hour, but that's all.

I just tried this (Chrome on Windows) and it submitted fine. What browser/platform are you using and have you at least tried a different browser?

Still the same, in both Chrome and Firefox. Windows 10 Pro version 1607 is the OS.
Might it have something to do with the "<" and ">" characters in the text? If so, it would be nice if an error message gave the reason for not accepting it.
