Pictures Suddenly not working

All of sudden this stopped working, The pic uploader is also broken

I just did an upgrade to 4.4

Its not working on my Development environment, but works on my normal IIS server

    First thing I would check is that the Database storage provider under System Settings | File Storage Providers didn't somehow get disabled.
