Background Check not sending 'County' for Plus Background Checks

We are using the Safety & Security > Background Check workflow and when sending a 'Plus' type request the background check company states that they are not receiving a 'County' with the request and therefore cannot return us a 'Plus' background check.

Does anyone know why this is? We have not modified the workflow at all and they receive all of the other information needed for the background check.

We are assuming only the 'Basic' works. Does anyone know if the 'Plus' is working? Or not? It would be a pretty straight forward thing for us to update SmartyStreets to pull the county and pass it to Protect My Ministry. But can anyone confirm that we are correct in our understand that 'Plus' doesn't work, at the moment, because 'County' is required? We could do a pull request if someone thinks it would be helpful to fix. However, we'd probably have to update the location model too.
