Edit Blocks in Admin

Hi

I noticed its no longer possible to edit blocks in the admin panel?

The block configuration options dont appear at the bottom?

How do i add the Dynamic block for birthdays now?

The admin bar is hidden by default you have to hover over the bottom of the browser to activate it.
