Group Registration Start Workflow

It looks like the Group Registration is only starting a Workflow if the person is not already a member of the group.  Has anyone else experienced this?  Is that by design or is it possibly a bug in context?

I'm trying to send an email via Workflow and the Workflow is only created if/when I remove the test person from the group first.

    Hey Trey,

    I might be understanding this wrong but that sounds like like expected behaviour to me. The workflow should trigger when a new person joins the group?

      I get that, I guess my confusion is around the help text, "when registration is created". To me, that means, "when form is submitted", but I can also see how that means "only when newly added to group".
