When I try to update to 14.1 it fails and shows me server error. This is the exception I have found to be causing part of the problem. 

Error occurred during application startup:Error occurred in RunApplicationStartup:Cannot insert the value NULL into column 'LayoutId', table 'Rock.dbo.Page'; column does not allow nulls. INSERT fails.

The statement has been terminated.
