Installation Error "Root element is missing"

I'm trying to do a fresh install of RockRMS on my server and the installer keeps erroring out on line 79. "Error configuring Rock: An error occurred while customizing the web.config file for Rock. Root element is missing." How do I fix this issue?

Thanks to David Turner from Spark Dev Network for helping me narrow this down to an issue with the gateway antivirus on our Sonicwall NSA device. It was preventing the IIS server from being able to download the necessary install files from https://storage.rockrms.com. Excluding the IP of the IIS server from the Gateway A/V resolved the issue.

Thanks to David Turner from Spark Dev Network for helping me narrow this down to an issue with the gateway antivirus on our Sonicwall NSA device.  It was preventing the IIS server from being able to download the necessary install files from https://storage.rockrms.com.  Excluding the IP of the IIS server from the Gateway A/V resolved the issue.
