install the app without a site?

I need to know if there is a way to install the app with out having a site or a hosting place I just need it to be local storage, but the app is only installed that way.

I'm not quite sure what you're asking, but Rock only runs on a Windows machine running IIS and SQL server. This can be a cloud host, a local (server) host, or even a local desktop or laptop, but in the latter case you wouldn't want it run Rock in production in such a way. You also need an Internet connection to install it.
